According to the Tripartite Statement of November 9, 2020, in order to organize unhindered movement of citizens, vehicles and cargo, the control of transport communications will be carried out by the border service of the Federal Security Service (FSB) of Russia. This was stated by Deputy Prime Minister of Azerbaijan Shahin Mustafayev in an interview with the Moscow-Baku periodical, when asked whether Russia will exercise control over transport communication between the western regions of the Republic of Azerbaijan and the Nakhchivan Autonomous Republic.

“Negotiations are being conducted on the basis of paragraph 9 of the Tripartite Ceasefire Agreement of November 9, 2020, in order to implement its provisions as soon as possible. The tasks are very clear. It is planned to restore the existing and build new transport communications linking the Nakhchivan Autonomous Republic with the western regions of Azerbaijan. The implementation of both passenger and cargo transportation, as well as vehicles, will be ensured,” he said.

Mustafayev added that at the moment, discussions are underway regarding the agreement on technical details.

On June 2, the regular session of the tripartite working group on unblocking communications in the South Caucasus region was held in Moscow with the participation of the deputy Prime Ministers of Azerbaijan, Armenia and Russia.
